Abstract: 

Introduction: Non-integrated health Information has forced health sector to utilize Information and communication technology (ICT). National health Information Infrastructure (NHII) integrates clinical and health Information, decreases medical errors as well as costs, and increases patient’s safety. Thus, this article aimed to review the feasibility of NHII implementation in Iran from perspective of ICT experts in Ministry of Health and other health-related organizations in 2009.Methods: This survey was conducted after identifying the NHII. The study population consisted of ICT managers and experts, and sample size was equal to the sample population. The data were collected through interviewing and by means of questionnaire. The questionnaire was confirmed by health Information management and ICT experts. The validity of the questionnaire was confirmed by content validity and its reliability by test-retest method (r=0.84). Data were analyzed by descriptive statistics.Results: Despite a relationship between Ministry of Health and other health-related organizations, only 14.28% of the organizations had fully integrated computerized Information system and were ready to connect to the Ministry of Health. Cultural, economic, and infrastructural problems were 92.30% and lack of standards and legal issues with 84.61% were the most important barriers for implementing NHII in Iran.Conclusion: Due to the lack of required Infrastructures, implementing NHII in Iran is impossible. Developing culture, privacy laws enactment and ICT in addition to governmental supervision for establishing required Infrastructures should be implemented.

Abstract: 

Objective: The main purpose of this research is determining the Information Infrastructures of offering Information services in high school libraries in terms of building, equipment, human resources, financial resources and, the manner of offering services and complex making has been paid attention to.Methodology: The method of research is survey-descriptive based on collecting data on questionnaires. The statistical population consists of 63 school libraries available in government and privately funded school libraries in high school and pre-university schools that all are surveyed.Findings: The findings show that 80% under-study schools had independent library and 18% lacked independent library. The school without independent space for library use school chapel and spiritual training room (36.5%). Over 70% of schools are at low level regarding equipment.About 55% of schools don’t have independent librarian in which the spiritual trainer performs library affairs. In all the schools, libraries lack the defined budget and their financing is done through school capita donation and temporary allocation. Library resources are done in terms of requiring Information from teachers and students. The subject coverage of library is distributed as 87% for religion, the maximum, and 4% for computer, the minimum. The accessibility method is performed through open shelf in 63% schools. Library services are available in the breaks and training classes.Conclusion: Information Infrastructures of offering Information services in high school libraries in terms of building, equipment, human resources, financial resources and, the manner of offering services and policy are not in good condition.

Abstract: 

Background and Aim: The greatest task of law enforcement is to safeguard values. Based on the vision of 1404 NAJA, private and public institutions and agencies should seek to identify the most effective factors in reducing ethical security when establishing, identifying and maximizing family effectiveness, ensuring public safety and managing the community. The basic policing in this area is aimed at identifying and providing appropriate solutions to them. Method: From the practical point of view, the data collection is a combination of qualitative and thematic analysis of the thematic analysis. The statistical population consists of 70 commanders, managers and experts in ethical security field. In the quantitative part of the sample size, 70 individuals were selected in total. Data collection was done by a semi-structured and researcher-made questionnaire whose validity was provided by experts and reliability of the closed questionnaire by Cronbach's alpha coefficient (0. 89). Content analysis and rank test were performed by Friedman. findings: Seven components of the discovery component were found to be in the first rank in the "inadequacy in education" component with a mean of 38/90 and "management conflict" with a mean of 38/84 in the first component; Below are four components of the discovery (legal) background that have a mean of "cultural problems" with a mean of 38. 83 and a "legal vacuum" with a mean of 38. 58. Results: The results showed that Friedman's mean rank was not the same for the items, even though the difference between the means was not very high. On the other hand, most of the respondents are in the first place on the Tasum scale for structural challenges with a mean of 38. 51%, behavior with a mean of 38. 27 (legal) with a mean of 38. 20.

Abstract: 

Earthquake is a natural disaster that provides casualties, loss of financial and environmental every year. Iran due to its location on the belt of seismicity is extremely vulnerable to earthquakes. Also a lot of facilities before design criteria of seismic have been made and unfortunately quality of construction in the country was not suitable. Therefore, with respect to suspicious behavior of networks in possible earthquakes, seismic vulnerability assessment of critical Infrastructure is great importance.In the proposed model initially seismic hazard analysis of based on 2 attenuation relationship for the country done, which according to the uncertainties involved in earthquake (magnitude of earthquake, focal depth and location of epicenter of the earthquake), this operation is selected at random each time and after each hazard analysis, the output of ground shaking (Peak ground acceleration, Peak ground velocity and peak ground displacement) is calculated. If the zone have been the landslide susceptibility or liquefaction susceptibility, then need the output of the hazard analysis of ground failure resulting from the permanent displacement of liquefaction and landslide are entered for each features in to the proposed model. Then the seismic vulnerability functions that for each two hazards of ground shaking and ground failure was put for every lifeline in the model database is used. Finally, according to the available functions, loss estimation of every network would do. All of these steps are for once analysis. So based on the Monte Carlo simulation, All of these operations on 10 thousand times to consider all of the uncertainties and failure modes are repeated then averaging available outputs in the database, so that all failure modes be considered. Therefore, due to the large data attribute and geometry, while the high spatial analyzes on large data as well as mathematical equations for repeated operations, attempted to coding in Visual Studio with programming language C # using.Net Framework and Arc Engine libraries and based on spatial Information systems designed and developed that could estimate damage probability of slight, moderate, extensive and complete for each lifeline separately in the form of maps and tables for each feature. In this paper, in order to get a better view this research, models was implemented and analyzed for the city of Neyshabour.

Abstract: 

Information and communication technology as a major axis evolution and development of the third millennium has been proposed. In this field also to changes in the concept of urban space and the emergence of new Information technology Infrastructure and communications is changing. Attitude toward Information technology as a tool for development countries, replaced with Information technology as human development is based. It is important to understand the basic role and organization of appropriate, to institutionalize the appropriate guarantee for the presence of active and powerful in the international community and globalization is accelerating. In this study, the role of Information and communication technology (ICT) in urban planning changes is considered to be relying on the physical dimension. Based on the results, the effect of development planning based on Information and communication Infrastructure in facilitating the process of globalization is expressed. Also review the criteria and indicators to assess comparative approach to new urban planning based on the Information and communication Infrastructure are discussed. This study shows the role of development Information and communication technology (ICT) to increase the possibility of communicating with the remote while changing activity patterns, spatial patterns and spatial changes in local urban provided Based on Information and communication Infrastructure and opportunities resulting from it are provided. As a result, we can say, using this approach, the impact on spatial patterns and functional cities to carry and possible response urban needs in the process of globalization can facilitate.

Abstract: 

Strategic planning plays a key role in the future success of organizations. Information technology as an emerging field in Iranian organizations requires strategic planning to succeed. In this study, after a systematic review of the IT strategy development methods and the evolution of these approaches, an indigenous approach is developed to develop the IT strategy of the distribution companies. This method is a quantitative-qualitative hybrid. During this five-phase study, the organization's cognition is based on the Information architecture of processes, and then based on the business and IT alignment perspective, achieving optimal status in Information technology Infrastructure library as one of the business and Information technology alignment methods with the IT governance approach, is followed. By matching the business processes of the electricity distribution and Information technology Infrastructure library, the status quo and the desired status in each process were determined based on the opinions of business experts. Accordingly, the processes of service continuity management, service catalog management and service portfolio management were the most distant from the desired situation, and for the other processes the same gap analysis was performed. Based on the distance analysis, appropriate strategies were provided for each of the Information technology Infrastructure library processes according to the best practices.

Abstract: 

The aim of this article is to study the Information Infrastructure of governmental banks in Tehran city to suggest an Information network for them. The relevant libraries were studied with respect to equipments, resources, personnel, and, cataloguing, classification and retrieval system. This research as a descriptive- applied study, has used survey method for which the required data were collected by a checklist. Research population included libraries of 12 governmental banks situated in Tehran city that are active in subject areas like Economics, Money and Banking.Results of the survey revealed that target libraries are in different levels in terms of strengths and weaknesses. The main problems in these libraries are shortage of space, shortage of specialist personnel and varied organizational positions. Also, some of them have rich collections while others don't. To solve these problems and make provisions for effective use of resources and Information' services, it is suggested to establish an Information network for these libraries. Considering conditions and situations of the libraries, the most suitable topology for the proposed network is a compound topology in which some network functions like bibliographic control, referral services and educational services are performed as centralized by the Central Bank Library, and some other functions such as current awareness services and interlibrary loan, will be rendered as decentralized by each library. Also, some suggestions are made for extending the network services.

Abstract: 

Almost all of electric utility companies are planning to improve their management automation system, in order to meet the changing requirements of new liberalized energy market and to benefit from the innovations in Information and communication technology (ICT or IT). Architectural design of the utility management automation (UMA) systems for their IT-enabling requires proper selection of IT choices for UMA system, which leads to multi-criteria decision-makings (MCDM). In response to this need, this paper presents a model-based architectural design-decision methodology. The system design problem is formulated first; then, the proposed design method is introduced, and implemented to one of the UMA functions-feeder reconfiguration function (FRF) - for a test distribution system. The results of the implementation are depicted, and comparatively discussed. The paper is concluded by going beyond the results and fair generalization of the discussed results; finally, the future under-study or under-review works are declared.

Abstract: 

The purpose of this study was to investigate and analyze the factors affecting the upgrading of Information systems and the continues of Information technology services. Based on model, this research effective factors of implementation of Information Security Management System (ISMS) are 9 dimensions and effective factors of Information Technology Infrastructure Library (ITIL) are 5 dimensions were investigated and analyzed. This research is orientated, applied and descriptive. The average number of members of the statistical community in this study was 100 people, including managers and experts in the field of Information security and IT services, public and private organizations, senior managers of companies providing management, technical, operational and educational services Information security and, ultimately, professors and experts with the field of activity or research in the field of security and IT services. The sample size was calculated based on Cochran method and data was collected by using a questionnaire tool for 80 members of the statistical community. For reliability of research variables, Cronbach's alpha coefficient and composite reliability have been used. Cronbach's alpha coefficient of all variables is greater than the minimum value of 0. 65. To verify the construct validity (convergent), a confirmatory factor analysis was used. All mean values of extracted variance are more than 0. 5, and therefore, the model of measurement has an appropriate convergent validity. In this research, factor analysis, partial least squares and one-sample t-test were used to test the questions and fitness of the model. Based on the findings, the impact of the implementation of Information Security Management System and Information Technology Infrastructure Library on the promotion of Information systems and the continuity of Information technology services were confirmed and effective factors of expression and strategies for improving the status of organizations were presented.
